CORE (COntinuous REcording) is a system developed jointly by the National Housing Federation (NHF) and the Housing Corporation. CORE is used to record information on both Registered Social Landlords (RSL) lettings and sales in England. Around 750 RSLs and non-registered associations are now recording more than 160,000 general needs lettings, 65,000 supported housing lettings and 10,000 sales per year since CORE was launched in 1989. Local authorities were invited to join CORE from April 2004. Participation in CORE is currently voluntary for local authorities: over 50 LAs joined CORE during 2004/5, and we are expecting many more to begin submitting data during 2005/6.
CORE data forms an invaluable source of information on a range of issues related to both new RSL lets and purchases. Data relating to household characteristics, economic status, ethnicity, primary reason for housing, source of referral and previous tenure of occupant are just some of the variables available through CORE. In addition, since information regarding housing costs is also recorded, broad assessments of housing affordability are also possible through CORE. Information from CORE is therefore used by a range of organisations to inform funding, regulatory and other policy decisions relating to RSL activity and contributes to the wider policy debate.
The extension of CORE to the local authority sector will provide statistics that are consistent across the whole country for both council and housing association tenures.
CORE is managed by the Joint Centre for Scottish Housing Research (JCSHR) under a five year contract from the Housing Corporation.
